Rewrote some highlighting code, and fixed character highlights staying in place when the character went into a non-visible mode on the client.
Remove script from character
Removed the old BroadcastMapPosition zombie highlight that was used for the original implementation of Z Game. The code was old and semi-broken and integrated directly into everything instead of being in the Z Game game mode itself.
Didn't mean to commit this old UI prefab

Fix missing #if server flags on new console commands that were preventing compile
Fixed buildings with stairs that either went too high or not high enough. Fixed some building part icons, and fixed a window type that was incorrectly scaled.
Moved DDraw debug skin so we'll know what it goes with. Also DDraw line endings fix.

Fixed the scoreboard on focus NRE, fixed public door collision and character cull errors.
Doors which are public / not ownable now spawn a different model and are invincible

Drug selling to NPCs now possible
Crime vision changes didn't get committed
A bunch of interaction and UI edits. Also stopped cops needing to be in a crime radius to notice a crime. If they can see the criminal that should be enough.

Fixed light culling component
UV lights get destroyed after 1 week. Plants take longer to mature and yield less. They also clean up after themselves after a while if they're dead.
