Powerline materials didn't seem to be committed to Plastic correctly. Let's try again.

Fixed remaining issues I could find, removed some variation in buildingmaterialsets
batching multiple buildings.
Fix scaling on power lines
Power line flat panels with wire textures replaced with real wires. Improves performance due to batching madness with the transparent boards.
Fixed up road prefabs, added ability to enable / disable worldprops
Fixed corp issue, team damage
Corps give some more notifications about mergers.
Fixed chat bugs.
Removed some of the in game menu options.
Fixed culling bug. Only building parts that need to be on the building layer are on it. Fixes ladders etc.
Merge in window mesh cleanups

Cleaned up all the window meshes, combining meshes and materials where possible.
Reverting the building instancing stuff
Is dynamic batching actually slower
Disabling door LODS for interior rooms
Added some debugging options
Making a load of stuff static.
Removed old checking code, made allocation for jobs persistent.
