Quick first pass at horse footsteps
Fixed cloud billboards getting culled (wrong layer)

fixed the rocket launcher ironsighting so it points to the center of the screen
modified sign health and protection so they can't be used as damage shields - they're always worse than wood blocks

Fixed some burlap headwrap clipping issues. Updated a bunch of textures to use consistent (smaller!) sizes. Deleted an unnecessary folder.

Adding a couple of files I missed in the last checkin.
Deleted some unnecessary folders and materials. Updated more clothing materials to standard metallic setup. Rearranged some folders for usability. Added prefabs for secondary urban pants (jeans) and beanie. Updated the second burlap headwrap prefab to have correct settings.
Make hard footsteps sound less stompy
some tweaks to the footstep impact fx.
adjusted the player animation playback speeds so the player doesnt footslide as much when he starts sidestepping
Switched various clothing materials to the standard metallic setup for better compatibility
