Added ScaleWithLargeMaps toggle to spawn populations (can be unchecked to stop scaling a population beyond 4k maps, for example makes sense for vehicles and certain loot since their count is balanced for server pop and not map size)

[D11][#3444] Cherry-picking the "server fall" feature from the main branch to fix the hovering wounded players. Bug description: If a Player is downed/placed into a wounded state whilst jumping, they will float in the air whilst in the downed state.
