Let duo sub passenger look down a little more (for storage access/looking condescending)

Added an extra pre cast check to stop fishing if the player is too far away from the edge and reeling the fish in would trigger an obstruction line snap

Increased "deep water" boat decay depth. Decay now starts at 12m deep instead of 4m deep. Will help stop rowboats/subs decaying inside bases that are in fairly deep water, but still let them decay under oil rigs.
