[d11][optimisation] OnAnimatorIK Took out this event altogether because IK is turned off on console, but the event is still causing big overheads ( so i'm told ). Some more sound manager stats/optimisations.

- New unique ID system for Character Type and Mission Definition. - Moved character type def stuff out of Bootstrap. - Got rid of the mission VariableParams thing. - PCMissionUser syncs data to owner client: Owner client and server can now both check mission prerequisites. - Big update to how payphones work; this is still WIP. - Network++.

more squad editor UI cleanup , removed the UI animation , the scrollview now focus on the current map when entering the editor or going back to the large view.
