Fix doorways, door frames & windows snapping to the floor rather than the top of walls when building jump ups. Also allows floors to connect to the middle of the above blocks (but provide no stability)

Failure to input a move before turn timeout in Blackjack no longer boots the player from the game by default. Instead, it tries to input a SubmitBet or Stand if possible, letting them still complete the round. If the player continues to give no inputs for four minutes, they'll then still be booted from the game. Four minutes is now the no-inputs timeout in poker as well.

Added an extra peacekeeper on platform next to static caboose. Added some AI data for caboose. Tweaked navmesh obstacle to block ground but not inside caboose. Set caboose collision data to readable for navmesh generation. Added custom navmesh data to platform next to caboose so AI can navigate the gap to caboose.
