changed carving/smoothing to use a flat-ended capsule (sphere where the carve starts but with a flat cap) and use a constant depth, oriented to the player's view when carved - makes carving feel more consistent at different carving sizes as you couldn't easily see how deep the carve would have been before

WIP restart server at 4am local machine time, check for >=22 hour server uptime and do not restart Staging servers (env || hostname) start the timer 10 minutes after the server is up and repeat every 5 minutes Separate rcon logic and serverinfo loop out of ConsoleInputBar and into separate class CommandManager.
